Notwithstanding the provisions of sections 933 and 934 of this subchapter, an agency of the Virgin Islands may in a regulation incorporate by reference regulations promulgated by an agency of the United States as set forth in the Federal Register, without publishing such regulations in full, by filing and publishing the adopting regulations as specified in this subchapter; Provided, That such regulations shall be clearly identified in the adopting regulation, and that copies of the Federal Register containing such regulations shall be maintained in the Office of the Lieutenant Governor, available for inspection by the public.
