When there exists a conflict between any of the provisions of chapters 5 and 7 of this title and any other provisions of law or regulations applicable to the same area, whether the conflict be with respect to the height of structures or trees, and the use of land, or any other matter, the more stringent limitation or requirement shall govern and prevail.
