The provisions of section 933 of this subchapter requiring publication of regulations in the Virgin Islands Rules and Regulations may be dispensed with in all cases in which the regulations have been approved by the Governor and he certifies that because of emergency or other compelling circumstances, including a lengthy delay before publication, the public interest requires that the regulation become effective without the delay of prior publication. In all such cases the Governor shall file a copy of the certification with the Lieutenant Governor. Said certification and regulation shall be published in the next Virgin Islands Rules and Regulations.
