Any regulation made by an agency of the Virgin Islands prior to June 24, 1958, and not filed in the office of the Government Secretary within three months after June 24, 1958, as required by section 931 of this title, shall be void and of no effect. The Government Secretary may, in his discretion, extend the filing date provided for in this section to any date prior to the actual publication of the Virgin Islands Rules and Regulations.
