  • (a) Nothing contained in this chapter shall authorize the Authority to obligate the Government of the Virgin Islands for any expenses incurred over and beyond any moneys actually appropriated by the Government of the Virgin Islands, nor shall the Authority mortgage or similarly encumber any of its real property.

  • (b) Nothing in this chapter shall be interpreted to mean that the full and proper use of any part of any beach by the public may be prohibited or restricted. The rights of all fishermen using any beach coming under the authority of the St. Croix Park Authority herein provided for shall continue inviolate.
