  • (a) The Director of Personnel and the Director of the Office of Management and Budget shall jointly develop—

    • (1) uniform performance measures to determine whether government agencies are providing high quality customer service; and

    • (2) uniform standards to be met by government agencies and for providing high quality customer service.

  • (b) The official identified shall develop the performance standards after taking into account the information collected by government agencies under subsection (c).

  • (c) The head of each governmental agency shall collect information from its customers regarding the quality of services the agency provides. The information may be collected through a survey, focus groups, or such other appropriate methods as may be approved by the Director of Personnel. Not later than one year after the date of the enactment of this subchapter, the head of each government agency shall submit to the Director of Personnel a report on the information collected.
