The Board of Directors may employ a Manager to conduct the affairs of the Authority, supervise the construction of all buildings and operation of parks, beaches and structures and generally transact its business subject to the director of the Board and be responsible to it. The financial affairs of the Authority shall be conducted by its Treasurer duly appointed in accordance with the bylaws of the Authority; said Treasurer shall be bonded in an amount determined by the Board.
