(a) The Department of Property and Procurement shall provide such storage space as shall be required to adequately store abandoned vehicles coming into its possession pursuant to this chapter and shall be empowered to store, use, sell or otherwise dispose of such abandoned vehicles in any manner and at any time deemed by the Department to be in the best interests of the Government of the Virgin Islands.
(b) The Department of Property and Procurement shall keep an accurate and complete record of all such abandoned vehicles received by it, which record shall contain, where possible, the make, model, year, serial number and engine number of such vehicles. Such record shall be maintained for not less than one (1) year.
(c) All charges collected for the towing, preservation, storage, sale and/or disposal of abandoned vehicles, as provided under this chapter, shall be deposited into the Antilitter and Beautification Fund established under title 33, section 3079 of this code, and shall be used for carrying out the purposes of this chapter.
(d) The Commissioner of Property and Procurement shall establish and promulgate such rules and regulations as may be reasonably necessary to effectuate the end sought to be attained by this chapter.
