The powers of the Authority shall be exercised by a Board of seven directors who shall be residents of the island of St. Croix. The initial appointment of members shall be two members appointed for two years, two members appointed for four years and three members appointed for six years. Thereafter, the term of each member of the Board shall be six years. All members shall be appointed by the Governor with the advice and consent of the Legislature. Members shall be eligible for reappointment. They may be removed by the Governor for neglect of duty or malfeasance in office. Three members of the Board shall at all times constitute a quorum. At least four members of the Board shall have camped at least five (5) years at Cramers Park.
