Every department, office, agency, bureau, commission or other instrumentality of the Government of the Virgin Islands, directly involved in the furnishing of information or the rendering of services to the public, shall be required employ to answer all initial telephone calls from the public to the agency's main number during regular business hours (8:00 a.m. to 5:00 p.m.) so as to provide for prompt, personal, initial, telephone contact with the government agency.
