  • (a) The head of an agency, pursuant to the regulations and subject to appropriations or other funds available to the agency, may—

    • (1) pay all or part of the basic pay (excluding overtime, holiday premium, or other extra pay) of an employee of the agency selected and assigned for training under this subchapter, for the period of training; and

    • (2) pay, or reimburse the employee for all or a part of the necessary expenses of the training, including the necessary costs of—

      • (A) travel and per diem in lieu of subsistence;

      • (B) tuition and matriculation fees;

      • (C) library and laboratory services;

      • (D) purchase or rental of books, materials, and supplies; and

      • (E) other services or facilities directly related to the training.

      • (F) The employee's meals while attending the University of the Virgin Islands where the schedule of courses or study being pursued reasonably require that certain meals be taken at the University's food service facilities.

  • (b) Only monies appropriated to an agency specifically for training may be used therefor, and savings accrued in its annual operating budgets may be expended for the purposes of training only after approved by the Governor and by the Finance Committee of the Legislature.
