Whoever, being an employee in the office of the Director of Personnel, an examiner, or other person, defeats, deceives, or obstructs any person in his right to examination, eligibility, certification, or appointment under this chapter, or furnishes to any person any special secret information for the purpose of affecting the rights or prospects of any person with respect to employment in the classified service, shall be fined not more than $100 or imprisoned not more than six months, or both.
