(a) In carrying out his functions under this chapter, the Commissioner may hold hearings, sign and issue subpoenas, administer oaths, examine witnesses, and receive evidence at any place in the Virgin Islands.
(b) Except as otherwise provided in this chapter, notice shall be given and hearings shall be conducted under appropriate procedures prescribed by the Commissioner.
