The Director, the Chief of the fire service, or any inspector thereof may, at all reasonable hours, enter any building or premises within his jurisdiction for the purpose of making any inspection or investigation which, under the provisions of this chapter, he may deem necessary to be made. The owner or occupant of the building shall, except in cases of an emergency, be notified that such an inspection will take place within a reasonable time previous to the time of inspection.
