  • The Director of the Virgin Islands Fire Service shall issue, with the approval of the Governor, rules and regulations to govern the operation of the Junior Firefighter Corps, including:

    • (a) numerical membership;

    • (b) number and rank of officers;

    • (c) physical and moral qualifications;

    • (d) such other matters as may be required for the proper functioning of the Junior Firefighter Corps.
