The Governor of the Virgin Islands is authorized and directed to contract with a qualified law publisher for the editing and publication, in book and pamphlet form, of the past and future decisions of the District Court of the Virgin Islands, and of the past and future decisions of the United States Court of Appeals for the Third Circuit, the United States Supreme Court, and the Supreme Court of the Virgin Islands rendered on appeals from cases originating in the Virgin Islands, and such other judicial decisions, rendered locally, which, in the judgment of the Governor would be helpful in the administration of justice in the Virgin Islands. Each published decision shall contain headnotes denoting the principal points of law decided; and the arrangement of the decisions within each volume shall be approved by the Governor.
