(a) The Director of Motor Vehicles may revoke or suspend any operator's license if he finds that the application therefor contained any false statement; or that the holder thereof is afflicted with mental or physical infirmities or disabilities rendering it unsafe for such person to operate a motor vehicle; or that the holder thereof is guilty of habitual or persistent violations of any of the provisions of this title; or that the holder thereof has attempted by offering a bribe or any other fraud, or by substitution of another person in his place to take or pass an examination for an operator's license; or where in the judgment of the Director the revocation or suspension of an operator's license is required in the urgent interests of public safety.
(b) The Director of Motor Vehicles may revoke or suspend any registration license and license plates if he finds that the application therefor contained any false statement or that the motor vehicle is in an unsafe condition or is not equipped as required by chapter 41 of this title.
