(a) Hearings are to be conducted by the Board. The decision will be determined by majority vote.
(b) Reasonable notice (a minimum of twenty days) of charges shall be given and shall be served personally or by registered mail.
(c) The accused shall have the right to counsel.
(d) The accused shall have the right to cross-examination of witnesses.
(e) There shall be a stenographic record of the proceedings.
(f) The accused shall have the right to call witnesses on his own behalf.
(g) The accused shall have the right to subpoena witnesses and documents.
(h) Judicial review of the refusal to allow an examination, refusal to grant a license, and review of disciplinary hearings shall be in accordance with Virgin Islands statutes regulating judicial review of administrative action.
