  • (a) Hearings are to be conducted by the Board. The decision will be determined by majority vote.

  • (b) Reasonable notice (a minimum of twenty days) of charges shall be given and shall be served personally or by registered mail.

  • (c) The accused shall have the right to counsel.

  • (d) The accused shall have the right to cross-examination of witnesses.

  • (e) There shall be a stenographic record of the proceedings.

  • (f) The accused shall have the right to call witnesses on his own behalf.

  • (g) The accused shall have the right to subpoena witnesses and documents.

  • (h) Judicial review of the refusal to allow an examination, refusal to grant a license, and review of disciplinary hearings shall be in accordance with Virgin Islands statutes regulating judicial review of administrative action.
