(a) The repeal of any Act, part of any Act, or provision of this Code does not release or extinguish any right acquired, or penalty, forfeiture, or liability incurred, under the Act, part, or provision, and existing at the time of the repeal, unless the repealing Act expressly so provides, and the Act, part, or provision shall be treated as still remaining in force for the purpose of sustaining any proper action or proceeding for the enforcement of the right, penalty, forfeiture, or liability.
(b) The expiration of a temporary Act, part of an Act, or provision of this Code does not release or extinguish any right acquired, or penalty, forfeiture, or liability incurred, under that Act, part, or provision, and existing at the time of such expiration, unless the Act, part, or provision expressly so provides, and the Act, part, or provision shall be treated as still remaining in force for the purpose of sustaining any proper action or proceeding for the enforcement of the right, penalty, forfeiture, or liability.
