  • (a) The state council of Interstate Compact for the Supervision of Adult Offenders is established within the Department of Justice.

  • (b) The state council shall be composed of seven members, as follows:

    • (1) A member of the Legislature of the Virgin Islands, appointed by the President of the Legislature;

    • (2) A judge from the Superior Court of the Virgin Islands, appointed by the Chief Judge;

    • (3) A member of the executive branch, appointed by the Governor;

    • (4) A member of victims' group to be appointed by the Governor;

    • (5) The compact administrator to be appointed by the Governor;

    • (6) A parole officer to be appointed by the Governor; and

    • (7) A law enforcement officer to be appointed by the Governor.

  • (c) All the members appointed by the Governor shall be with the consent and advice of the Legislature.

  • (d) All members shall serve for a period of two years, except that any person appointed to fill a vacancy occurring prior to the expiration of the term for which his predecessor was appointed shall be appointed only for the remainder of such term. Each member shall serve until the appointment and qualification of his successor.

  • (e) The compact administrator shall be knowledge concerning the interstate supervision of offenders and shall be the chairperson of the state council.

  • (f) The state council shall develop policies concerning the operation of the compact within the territory.
