The Board of Parole provided for in section 256 of Title 3 shall meet semiannually, at Richmond Penitentiary, during the first week in June and the first week in December of each year. Special meetings of the Board may be called at any time by the Chairman. The Board shall elect its own officers other than the Chairman. The Secretary of the Board shall keep a full and correct record of the proceedings of each meeting of the Board.
The affirmative votes of three members of the Board shall be necessary to authorize any action of the Board and the names of the members so voting shall be entered on the record of the proceedings of the Board.
