  • (a) There is established the Virgin Islands Criminal Victims Compensation Commission which shall be composed of the Commissioners of the Departments of Human Services, Health, and the V.I. Police Department and the Attorney General, or their designees, as members ex officio. The Commission shall, at its first meeting in each calendar year, elect as its Chairman one of its members and the Commissioner of Human Services shall serve as Executive Secretary of the Commission. For administrative purposes, the Commission shall be an agency of the Government of the United States Virgin Islands within the Department, and shall be subject to the direction of the Commissioner in his capacity as Executive Secretary as expressly provided by law.

  • (b) The Commission shall meet at least once in each quarter and whenever called to a meeting by the Chairman or the Executive Secretary to administer and execute the provisions of Title 34, chapter 7, VIC, or to establish, amend or revise policy or rules and regulations.

  • (c) Three members shall constitute a quorum and no matter requiring the approval or determination of the Commission shall be effectively approved or determined unless it receives the affirmative vote of a majority of the members present and voting, a quorum being present.
