It shall be unlawful for any pedestrian who is under the influence of any intoxicating liquor and/or controlled substance, as defined in Title 20, Virgin Islands Code, section 493, pertaining to motor vehicle operators, to walk or be upon a public roadway such as to create a hazard thereon.
