If the records are maintained at a geographic location other than the employee's normal place of business, the employer shall, within two weeks of any request, make the files or its duplicate available at the employee's normal place of business.
(b) Any employer or agent of an employer as defined in section 421 of this chapter who willfully removes or causes to be removed any item or items from an employee's personnel file for the express purpose of denying or withholding such item or items from an employee shall be fined not less than $100.00.
