Whoever practices any system of treatment in the Virgin Islands covered by this subchapter without having first obtained the license prescribed herein, or wilfully violates any of the provisions of this subchapter, or any rules and regulations issued hereunder, shall be fined not more than $500 or imprisoned not more than six months, or both.
