It is declared to be the policy of the Legislature to provide for the conservation and development of the soil, water and other natural resources of the United States Virgin Islands, including, but not limited to the prevention and control of soil erosion, the prevention of flood-water and sediment damage, and the furthering of the conservation, development, utilization, and disposal of water.
