Any person who violates any provision of this chapter or rule, regulation, or standard of the Department which threatens serious harm to the children in the facility, or who violates any provision of this chapter or rule, regulation, or standard of the Department three or more times within a period of a year, or who operates a facility without a license or certification as required under this chapter, or who places a public advertisement for an unlicensed facility, is subject to a civil penalty of not more than $1,000 for each day of violation and for each act of violation, as the court may deem proper. Civil penalties shall be cumulative and in addition to the remedies of injunction and criminal penalties provided in this chapter.
