(1) The Commissioner may adopt such rules and regulations, pursuant to title 3, chapter 35 as may be necessary to effectuate the purposes of this chapter, including regulations defining specific deceptive business practices.
(2) The rules and regulations may supplement but may not be inconsistent with the rules, regulations and decisions of the Federal Trade Commission and the federal courts in interpreting the provisions of Section 5(a) of the Federal Trade Commission Act (15 U.S.C. § 45).
