(a) No trader shall dedicate himself or herself to the purchase of precious metals, precious stones or watches without having beforehand obtained a valid license issued by the Commissioner of Licensing and Consumer Affairs in compliance with the disposition of this law.
(b) The application to obtain said license shall be on such forms as shall be prescribed by the Commissioner, and shall include the business address of the applicant, or the location where such applicant contemplates he or she will be doing business. Said application shall be sworn to before an official authorized to take oaths, and shall be accompanied by a Certificate of Prior Police Record issued by the U.S. Virgin Islands Police Department (V.I.P.D.), along with two (2) recent photographs, size 2 inches x 2 inches. Any trader applying for said license shall have been a Virgin Islands resident for not less than sixty (60) days. This license shall be nontransferable, and shall not be issued to any trader who has been convicted of a felony or of a crime involving moral turpitude.
(c) The Commissioner of Licensing and Consumer Affairs shall collect a fee in the amount of $4,000 for each license issued according to the provisions of this section. The license fee shall be for one year. In cases of renewal of said license, the fee shall be payable not later than the 31st day of January of each year. Late payment after the 31st day of January of each year will carry an extra charge of $75 payable before obtaining said license renewal. No license or renewal thereof shall be issued without payment of the license fee.
