(a) There is established as a separate and distinct fund in the Treasury of the Virgin Islands, known as the Youth Alternative Education Fund. The Fund consists of any funding from the federal government, any funds appropriated thereto from time to time by the Legislature and all gifts, contributions, and requests made to the Fund. All contributions to the Fund remain available until expended for the purposes enumerated under this section.
(b) The Commissioner of Finance shall provide for the administration of the Fund and no monies contained in the Fund are available for expenditure except as provided in this section. Monies must be disbursed from the Fund by the Commissioner of Finance upon the authorization of the Commissioner of Education for the sole purpose of paying administrative and program cost exclusively to the Youth Alternative Education Program.
