(a) There is established as a separate and distinct fund within the Treasury of the Virgin Islands the “Commerce Publication Revolving Fund”. The Commissioner of Finance shall provide for the administration of such fund and no monies shall be available for expenditure except as provided in this section.
(b) The Fund shall consist of all monies appropriated from time to time by the Legislature, gifts, bequests, and contributions of monies made thereto and all monies received by the Department of Economic Development and Agriculture from the sale of items pursuant to Title 3, section 340, Virgin Islands Code.
(c) Monies in the Fund shall be disbursed by the Commissioner of Finance, at the direction of the Commissioner of Economic Development and Agriculture, exclusively for the publication and printing of items pursuant to this section and Title 3, section 340, Virgin Islands Code.
(d) The Commissioner of Finance shall annually forward to the Governor and the Legislature, a detailed accounting of the disbursements from the Fund and the unobligated balance thereof.
