(a) There is hereby created in the Treasury of Virgin Islands a special fund entitled “Legal Expense Reimbursement Fund” consisting of such sums of money as may be appropriated thereto from time to time by the Legislature, which sums shall remain available until expended.
(b) The Commissioner of Finance shall disburse the sums from the Legal Expense Reimbursement Fund upon review and certification of the Attorney General and in accordance with the provisions of section 3415 of this title.
(c) The Commissioner of Finance shall maintain a detailed accounting record of all monies deposited into and disbursed from the Fund, and he shall submit an annual report of the financial status of the Fund to the Governor and the Legislature, which report shall include the amount of each disbursement from the Fund and the name and address of each person to whom each such disbursement was made.
