Definition of grants-in-aid

When used in sections 3023–3025 of this title the term “grants-in-aid” includes any payments made by the Federal Government to this Territory whether the payments are made in advance, or as reimbursements for expenditures already incurred, and whether subject to conditions or not for the support of activities administered by the Territory. The term does not include monies received pursuant to section 28 of the Revised Organic Act of the Virgin Islands.
