(a) There is established the United States Virgin Islands Commission on Uniform State Laws which shall consist of three recognized members of the Virgin Islands Bar Association who shall be appointed as follows:
(1) one Commissioner shall be appointed by the Governor;
(2) one Commissioner shall be appointed by the President of the Legislature; and
(3) one Commissioner shall be appointed by the President of the Virgin Islands Bar Association. Each Commissioner shall serve a term coterminous with that of the appointer and until their successor is appointed.
Any member presently serving in a lifetime capacity shall serve only until a new president of the Virgin Islands Bar Association is sworn in and thereafter there shall be no person appointed except for those above appointed.(b) Upon the death, resignation, failure or refusal to serve of any appointed Commissioner, his office becomes vacant; in that event, the respective appointer shall make an appointment to fill the vacancy, such term to be for the unexpired term of the former appointee.
