  • (a) The final plans, specifications, drawings, and blueprints for every public works project of the Government of the Virgin Islands, its boards, commissions, agencies and instrumentalities, including the construction, demolition, or major alteration of buildings and other structures and the construction, widening, diversion, or major maintenance project of any road or street, shall be submitted to the Legislature. Any such plan which establishes the site of such a project and any such plan, specification, drawing, or blueprint for a project of construction or diversion of any road or street shall be subject to submission to and approval by the Legislature before any phase of work corresponding to the plans, specifications, drawings, or blueprints may be commenced on the project.

  • (b) A plan specification, drawing, or blueprint for which approval by the Legislature is required under subsection (a) of this section; shall be deemed approved—

    • (1) if specifically approved by a majority vote at a regular or special session; or

    • (2) when submitted to the Legislature and has not been scheduled for consideration by a standing committee of the Legislature with jurisdiction over such public works projects within twenty (20) days of receipt by the Legislature.
