(a) Physical aspects and specifications of schools, classrooms, and other facilities for, or likely to be used by children with disabilities, shall be related to their special physical, educational, and psychological needs. All publicly supported educational facilities which are expressly intended for or are likely to be used by children with disabilities, shall be planned, located, designed, constructed, equipped, and maintained with due regard for the special capabilities, disabilities, and requirements of the children with disabilities to be accommodated therein.
(b) All facilities shall conform to the guidelines of the Architectural and Transportation Barriers Compliance Board and the Americans with Disabilities Accessibility Standards for Buildings and Facilities, 34 CFR § 300.718, 20 U.S.C. 1404.
