  • (a) All contracts let by the Government of the Virgin Islands for any public works projects shall contain a clause requiring the contractor and any subcontractor of the contractor to hire only Virgin Islands residents, except as provided by section 272 of this chapter.

  • (b) Subject to section 272, the hiring of persons to work on any project paid for with money from the Treasury of the Virgin Islands must comply with this subchapter and give first preference to qualified, unemployed residents who are registered with the Department of Labor.

  • (c) With respect to all contracts involving the use of federal aid funds, this subchapter shall not be enforced as to conflict with any federal rules, statutes or regulations governing such contracts.
