(1) that animals straying on public highways and other places private or public, constitute a danger to the public health, safety and convenience, are destructive of property, increase traffic hazards and expose such animals to inhumane suffering;
(2) that the general public welfare dictates the exercise of the police power through the application of effective measures for the control of stray animals, consistent with considerations of public health, safety and convenience and with the humane protection of such animals.
