(a) The method provided in this chapter of perfecting and giving notice of security interests subject to this chapter are hereby exempted from the provisions of law which otherwise require or relate to the filing of instruments creating or evidencing security interests including the necessity for acknowledgments and witnesses.
(b) Unless perfected as provided in this chapter or excepted by section 251 of this chapter, a security interest in a vehicle for which a certificate of title is required is not valid against any person as to whose rights an unperfected security interest is subordinate pursuant to the provisions of Title 11A, Virgin Islands Code.
