The Commissioner of Finance shall be the custodian of all funds received from the Federal Government for the purpose of carrying out any Federal statutes pertaining to the purpose of this chapter, and shall make disbursements from such funds and from all Virgin Islands funds available for such purpose upon certification in the manner provided in section 254(b)(7) of this title.
