(a) “Person” means an individual, partnership, corporation, association or public or private organization other than a governmental agency.
(b) “Governmental agency” or “agency” means all of the following:

(2) All governing and/or administrative boards and commissions, including but not limited to, the Board of Medical Examiners, the Board of Dental Examiners, the Board of Nurses Examiners, the Board of Nurse-Midwife Examiners, the Board of Pharmacy, the Board of Physical Therapy, the Board of Examiners for the Practice of Veterinary Medicine, the Board of Public Accountancy, the Virgin Islands Electricians Licensing Board, the Virgin Islands Plumbers' Licensing Board, the Virgin Islands Board of Architects, Engineers and Land Surveyors, the Virgin Islands Board of Bar Examiners, the Virgin Islands Board for the Licensing of Barbers, Beauticians and Manicurists, the Advisory Planning Board, the Banking Board of the Virgin Islands, the Board of Control of Alcoholic Beverages, the Board of Directors of the Virgin Islands Public Works Acceleration Authority, the Board of Education, the Board of Vocational Education, the Board of Elections for the District of St. Thomas-St. John, the Board of Elections for the District of St. Croix, the Joint Boards of Parole, the Board of Social Welfare, the Board of Supervisors of the Virgin Islands Conservation District, the Board of Tax Review, the Board of Trustees of the University of the Virgin Islands, the Board of Zoning, Subdivision and Building Appeals, the Board of Trustees of the Employees Retirement System, the Board of Governors of the Virgin Islands Housing Authority, the Virgin Islands Planning Board, the Urban Renewal Board, the Community Action Policy Board, the Board of Directors of the Virgin Islands Public Broadcasting System, the Loan Policy Board of the Small Business Development Agency, the Virgin Islands Wage Board, Board of Directors of the Public Works Acceleration Authority, the Government Hospital Facilities Boards, the Board of Psychology, the Board of Licensed Counselors and Examiners;
(3) The American Revolution Bicentennial Commission, the Commission on Alcoholism and Narcotics, the Virgin Islands Commission on Aging, the Citizens Commission on the Blind, the Virgin Islands Criminal Victims Compensation Commission, the Commission on Youth, the Government Employees Service Commission, the Industrial Development Commission, the Law Enforcement Planning Commission, the Virgin Islands Lottery Commission, the Virgin Islands Police and Fire Commission, the Public Service Commission, the Virgin Islands Taxicab Commission, the Tax Study Commission;
(4) The Virgin Islands Council on the Arts, the Virgin Islands Tourism Development Council, the Council of Economic Advisors, the Judicial Council of the Virgin Islands;
(5) The Board of Directors of the Virgin Islands Port Authority, the Board of Directors of the Virgin Islands Water and Power Authority, the Board of Directors of the Magens Bay Authority, the Board of Commissioners of the Virgin Islands Housing Authority, the Virgin Islands Public Finance Authority, Board of Directors of the Virgin Islands Waste Management Authority and any independent or semi-autonomous agency or instrumentality of the Virgin Islands receiving monies from the Government of the Virgin Islands.
Said term does not include the courts of the Virgin Islands or the Legislature of the Virgin Islands or any of its Standing or Special Committees.(c) “Meeting” means the deliberations of at least the number of individual agency members required to take action on behalf of the agency where such deliberations concern the conduct or disposition of official agency business.
