(a) Supervise and administer the operation of the lottery in accordance with the provisions of this chapter and with the rules and regulations of the Commission.
(b) Subject to the approval of the Commission, appoint such deputy directors as may be required to carry out the functions and duties of the Lottery, which deputy directors shall be in the unclassified service of the Personnel Merit System Law.
(c) Subject to the approval of the Commission and in accordance with chapter 25 of Title 3 of this code, employ such professional, technical and clerical assistants and employees as may be necessary to perform the duties imposed upon the Lottery by this chapter.
(d) Act as secretary and executive officer of the Commission.
(e) In accordance with the provisions of this chapter and the rules and regulations of the Commission, to license as agents to sell lottery tickets such persons as in his opinion will best serve the public convenience and promote the sale of tickets or shares. The Director may require a bond from every licensed agent, in such amount as provided in the rules and regulations of the Commission. Every licensed agent shall prominently display his license, or a copy thereof, as provided in the rules and regulations of the Commission.
(f) Shall confer regularly as necessary or desirable and not less than once every month with the Commission on the operation and administration of the lottery; shall make available for inspection by the Commission, upon request, all books, records, files, and other information and documents of the Lottery; shall advise the Commission and recommend such matters as he deems necessary and advisable to improve the operation and administration of the lottery.
(g) Suspend or revoke any license issued pursuant to this chapter or the rules and regulations promulgated thereunder.
(h) Subject to the approval of the Commission and the applicable laws relating to public contracts, to enter into contracts for the operation of the lottery, or any part thereof, and into contracts for the promotion of the lottery. No contract awarded or entered into by the Director may be assigned by the holder thereof except by specific approval of the Commission.
(i) To certify monthly to the Commissioner of Finance and the Commission a full and complete statement of lottery revenues, prize disbursements and other expenses for the preceding month.
(j) To prepare and submit to the Commission not later than March 1st of each year a proposed annual plan of operations and statement of projected revenues and expenditures for the next succeeding fiscal year.
