(a) provide quality, comprehensive health care through the efficient management of hospitals and health facilities; and
(b) formulate and coordinate major health care hospital policy for the territory and delegate day-to-day operating hospital policy decisions to the District Governing Boards; and
(c) determine major health care services to be provided in each district and eliminate duplication of major services and specialities in order that limited resources are used to maximize a diversity of services throughout the territory; and
(d) attain greater self-sufficiency in health care delivery through enhanced collection of health care costs from those using the services who are capable of paying; and
(e) demonstrate through fiscal responsibility and efficient management its ability to effectively operate the territorial health care delivery system; and
(f) achieve its purposes through the exercise of its powers; and
(g) maintain a partnership with the V.I. Government for as long as a significant portion of the cost of health care delivery is appropriated from public revenues.
