(a) An application for a certificate of title shall be accompanied by the registration card and the required fee when mailed or delivered to the Bureau of Motor Vehicles.
(b) An application for the naming of a lienholder or his assignee on a certificate of title shall be accompanied by the registration card and the required fee when mailed or delivered to the Bureau of Motor Vehicles.
(c) A transferor of a vehicle, other than a dealer transferring a new vehicle, shall deliver to the transferee at the time of the delivery of possession of the vehicle the registration card for the vehicle.
(d) If the application refers to a new vehicle it shall be accompanied by the manufacturer's statement of origin for the vehicle.
