Any party aggrieved by a decision of the Board may appeal the matter to the Commissioner not later than 30 days after notification of the Board’s decision. The Commissioner shall act on the appeal not later than 30 days following receipt of the appeal. If the aggrieved is not satisfied with the Commissioner’s decision, the aggrieved may file an action in the Superior Court of the Virgin Islands and shall serve upon the Commissioner written notice of the appeal. The court shall review the decision of the Commissioner as it would the decision of any court. The decision of the reviewing court is final, and no further appeal may be taken.
