Whereas the pollution of the waters of the United States Virgin Islands constitutes a menace to public health and welfare, creates public nuisances, is harmful to wildlife, fish and aquatic life, and impairs beneficial uses of water, it is hereby declared to be the public policy of the United States Virgin Islands to conserve the waters of the United States Virgin Islands and to protect, maintain and improve the quality thereof for public water supplies, for the propagation of wildlife, fish and aquatic life, and for domestic, recreational and other legitimate beneficial uses; to provide that no waste be discharged into any waters of the United States Virgin Islands without first receiving the necessary treatment or other corrective action to protect the legitimate beneficial uses of such waters; to provide for the prevention, abatement and control of new or existing water pollution; to authorize the United States Virgin Islands to implement the provisions of the Federal Water Pollution Control Act, and acts amendatory thereof or supplementary thereto, and federal regulations and guidelines issued pursuant thereto so that permits may be issued by the United States Virgin Islands under the provisions of that Act.
