(a) Every person who obtains a license under the provisions of this subchapter, shall, within 30 days after issuance, register the license in the office of the Commissioner of Health. Thereafter such license shall be biennially registered as a condition to further practice upon payment at the office of the Commissioner of Health of a fee of $200.00 and completion of such continuing education courses as the Board through regulations shall require.
(b) The Commissioner of Health, upon recommendation of the Board, and subject to appeal to the Governor, may revoke or suspend the license to practice issued to any person under this subchapter who, after due notice and hearing by the Board, is found to be guilty of any unprofessional or dishonorable conduct, including habitual drunkenness, un-prescribed or excessive use of narcotics, the soliciting of patronage by agents, or the failure to keep legible, adequate, accurate case histories and daily records sufficient to support the rationale of clinical findings and care rendered to each patient.
