(1) is twenty-one years of age or over;
(2) is of good moral character;
(3) is not addicted to intemperate use of alcoholic stimulants or narcotic drugs;
(4) is the holder of a Bachelor of Science, Bachelor of Arts or equivalent college degree with the required subjects for admission and graduation, and the awarding of a Doctor of Chiropractic Degree, and is a graduate of an accredited four-year resident school of chiropractic approved by the Council on Chiropractic Education as recognized by the United States Department of Education and the Board;
