(a) The Commissioner or his designee, the Deputy Commissioner shall develop and implement a Territory-wide Motor Pool Safety Program for operators of Government motor vehicles which shall serve to reduce the number of accidents involving such motor vehicles.
(b) The Commissioner or his designee, the Deputy Commissioner shall promulgate rules and regulations mandating driver training in those instances where remedial training for employees would serve the best interest of the Territory.
(c) Only selected Government employees possessing a valid Virgin Islands motor vehicle operator's license shall be permitted to drive pool vehicles. Government employees with three or more moving traffic violations within a one year period, or a conviction for violation of the provisions of Title 20, sections 492 or 493, Virgin Islands Code (operating motor vehicles in a reckless manner or driving while under the influence of intoxicating liquors or controlled substances), shall not be permitted to drive pool vehicles.
