The Board shall report its recommendations with respect to all applications to practice, including the results of all examinations, where such are required, to the Commissioner of Health who upon due consideration that all requirements have been met shall issue licenses to each qualifying applicant. On the recommendation of the Board, the Commissioner of Health may issue temporary licenses to persons in the employ of the Government not to exceed six months, and for which no fee shall be required.
